Michael Hinojosa left one job this year as superintendent of the Dallas Independent School District only to take on a few more. In one, he’ll be coaching superintendents on how to survive the culture wars and stay focused amid broadsides from local school boards. In another, he’s taken a leading role with a consulting group that he said alleviated some of the “pain points” he faced in Dallas. 

He also seriously weighed a foray into big-league urban politics, citing a desire to give back to the city that raised him. But on Dec. 4, he announced that he won’t run against Dallas Mayor Eric Johnson. Aside from the incumbent’s strong odds of winning reelection, Hinojosa said he’s got enough consulting work to .

But colleagues who know Hinojosa well have no trouble seeing him as a politician. He already has a track record of staring down powerful opponents, including Texas Gov. Greg Abbott’s May 2021 that banned districts from mandating masks.

“He’s a respected voice in the legislature,” said Chris Wallace, president and CEO of the North Texas Commission, an organization devoted to developing the 13-county Dallas region. “People listen when he speaks because he really excels in empowering people. That’s a leadership art.”

A Mexican immigrant, Hinojosa is a product of the Dallas schools and worked as a teacher and basketball coach until moving into administration. He started out leading smaller Texas districts before landing his dream job of heading up the Dallas schools in 2005. After one term, he left to lead the Cobb County district in metro Atlanta to be , who lived in the area. But in 2015, he returned home for another run as chief.

He originally planned to stay through the end of this year, but chose instead to leave in July, saying he had confidence in successor Stephanie Elizalde, who was chief schools officer in Dallas before serving as superintendent in Austin.

Recognizing leadership potential in educators is one of his strengths, said Chaundra Macklin, principal at Joseph J. Rhoads Learning Center, a pre-K site in the district. He interviewed her for her first principal’s job in 2007. She worked at a top-rated school, but then he tapped her to lead one that was struggling.

“He encouraged me as a leader even in my darkest moments, when it wasn’t going so well,” she said. “He said, ‘You just keep doing what you need to do.’ ”

He’s currently serving as the new chief impact officer for , which guided the Dallas district through several challenges, including passage of a $3.2 billion bond issue the fall after the pandemic began. 

He’s also “head coach” of a new effort by the Council of the Great City Schools to support superintendents at a time of unprecedented turbulence in the profession. 

“His commitment to urban education has been proven time and time again,” said Ray Hart, executive director of the council. “He is already playing a pivotal role in the organization’s efforts to train the next generation of leaders and ensure educational equity in the nation’s big-city school districts.”

In an interview, Hinojosa discussed his 27 years of leadership and his desire to share his expertise with other superintendents. He also had tough words for charter schools, discussed the “pitfalls of big urban systems,” and recounted the controversy that drew protesters to his house (It wasn’t mask mandates or critical race theory).

This interview has been edited for length and clarity.

Ӱ: Why did you leave six months before originally planned? 

Michael Hinojosa: There’s never a right time. I love being superintendent. I love the city, and I love the district. But I finally had an epiphany. I could do this to the end of my contract in 2024, but I couldn’t do it for another 10 years. I was being selfish. I didn’t want to be just some guy chasing some kind of record. I’ve seen too many people hang on too long, and they ruined the good they did. I didn’t want to be that guy.

There was an expectation that Susana Cordova [who left the superintendent’s job in Denver to become deputy in Dallas in 2021] would be your successor. But that job went to Stephanie Elizalde. What happened there? 

The board put in my contract to bring in somebody for a succession plan, and I chose Susana. I told her from the beginning that I don’t get to make this decision. She knew that on the front end. The board gets to hire the person they want, and they were very fortunate they had two great candidates, obviously Susanna, and Stephanie, who had worked for me before.

I’ve always argued that if you don’t know Dallas, you can get eaten up alive. They had five superintendents in the 1990s — five superintendents in five years, and went to prison. If you don’t know the pitfalls of big urban systems, and particularly Dallas, then you can really stumble. The board had options, and I thought they both were ready. I was upfront with Susanna, but it was a bit of a surprise to me that she didn’t get that opportunity.

What makes Dallas unique? 

It’s had a history of and you have some very strong, powerful stakeholders. Some of the previous superintendents did some things that were . Everybody was upset and they deserved to be. Performance was not good, so there was very little trust. 

In big cities, you deal with the media, and even though Texas is a right-to-work state, you’ve got to work with labor. If you don’t know the players in the community, that can eat you alive. Not every district is like that, but Dallas is. Now, we’ve had some stability. I was there for 13 years over two terms. Dr. Elizalde knows the community. She was there for five years, so she understands where the landmines are. 

Would you consider a run for mayor in the future? 

I am keeping all options open. The only thing I have going against me is that I am 66 years old but as healthy as ever.

How much did the political battles of the past two years influence your decision to leave the district?

None at all. In fact, I don’t get stressed. I give stress. I’m a carrier. I love being in the fight, and I enjoyed every bit of that. First of all, there was the pandemic. In Dallas, we also had . Other people [in Texas] have had hurricanes, and then you have the cultural wars. As urban superintendents, we’re used to taking the heat, but that’s not true in the suburbs. In fact, now I’m consulting with the Council of the Great City Schools and out of their 77 members, only 20 of them have been in the chair since 2020.

They’ve got all these people lined up, yelling at the school board, yelling at the superintendent.

You’ll be a superintendent-in-residence with the Council. Can you describe your role a little more?  

Since so many superintendents are brand new, there’s going to be a great need out there. One superintendent may need operational help. We’ll have someone who has that expertise. A lot of them may need instructional help. A lot of them have never dealt with school boards. We’re going to have a variety of tools that can help superintendents have a fighting chance to be successful in this environment.

You worked with Engage2Learn in Dallas, and now you’re going to be consulting with them. What did they help you accomplish?

People want problem solvers. They don’t want whiners, so if you don’t have the capacity, you’ve got to have someone help you do it. That’s why I’ve taken these opportunities. Even with the talented team I had in Dallas, there were things we couldn’t pull off. Engage2Learn helped us develop a long-range technology plan. That was the backbone for our bond program. Engage2Learn helped us talk to people — students, staff, community members. They synthesized all that information and put it together into something that was actionable for us. 

We have a partnership with Apple to redesign all of our libraries to look just like Apple stores. They’re going to do 50 schools a year over the next four years, and the goal is to make the library the center of traffic for students and community members. Engage2Learn was able to pull in people to help develop and execute on those plans.

The third thing they helped us with is (an improvement initiative focused on middle schools). We’ve done great with our high schools because of our (a STEM-focused program in which students can earn a postsecondary degree or certificate while still in high school). We’re doing very well with our elementary schools, but our last frontier was middle school achievement. Parents make decisions from grades four to eight, and they’re going to vote with their feet. One time I asked leaders, “What’s our best middle school?” And it was like crickets in the room. 

On the library redesign, did you get any pushback from librarians?

Some of our principals quit using the libraries, and then they traded in the librarian for another instructional coach or the assistant principal. This is bringing the librarians back. They’ve had to rethink how they do business, but it’s gotten them very excited about the library. Even the principals that gave up librarians now want librarians because it’s going to be a way-cool model. 

I’m sure with all these superintendents you’re going to be coaching, the topic of enrollment loss and how to attract families into district schools will come up. Talk about your work in Dallas to reverse that trend.

We had this mantra that if you had 300 students or less in your school, you were on the endangered species list. People aren’t picking you. Some Democrats whine about charter schools. I’m not a fan of charter schools. I’m a fan of great schools. I just don’t happen to think that many charter schools are great schools. We have more capacity, we have more intellect, we have more horsepower. We need to beat the charters at their own game and provide Montessori schools, STEM schools, single-gender schools, biomedical schools. 

We have a northern suburb, and every year, we would lose about 75 students to them and we would gain about 75 students from them because they went to our specialty magnet schools. This last year, during the pandemic, we lost about 60 kids to them, but we gained 500 kids from that school district. We stopped the hemorrhaging.

Those are some tough statements about charter schools. Is that just your experience or your view of charters in general?

We don’t get to pick our kids. We take all of God’s children. That’s my belief system, but I don’t whine about them. I just try to beat them at their own game. 

What was the roughest period you went through as superintendent?

The low point was 2008 when I had to lay off 1,000 teachers. Luckily, the board let me stay. I told him they could have fired me, but I said, “If you fire me, then you’re going to argue for six months about who’s going to be the interim. You’re going to argue for six months about who’s going to do the search. You’re going to argue for six months over who’s going to get the job. I could solve this thing in nine months.”

In fact, we re-hired 600 of the 1,000 teachers that were laid off. We just had to make sure we were solvent. I didn’t eat for two months until we figured it out. I had to go face the music. People were protesting at my house. It had an impact on my family, but I was very blessed that the board let me stay. And then when I left, they brought me back.

That was a lower point than the pandemic and your conflict with the governor?

The pandemic was tough, and we didn’t have a playbook, but that’s what leaders do. Leaders step up in a crisis. The board criticized me a little bit because they were finding out about stuff on CNN. So the next time I took on the governor, I had to step back, pause, and call every board member and tell them what I was about to do.

Command decisions are easy to make, and hard to implement, and consensus decisions are messy. They take a long time, but the implementation is much deeper. When you’re in a crisis, you’ve got to make command decisions, but you also still need to inform people of why you’re making these decisions.

At National Summit, Latino Educators Call for ‘A Seat at the Table’ /article/a-seat-at-the-table-at-national-summit-latino-education-organization-calls-for-stronger-commitment-to-teacher-diversity/ Fri, 08 Oct 2021 19:11:11 +0000 /?post_type=article&p=578962 As the nation’s Latino student continues to grow, a nonprofit advocacy group this week called for a commitment to increasing the numbers of Latino teachers and administrators in the nation’s schools and removing the barriers that keep prospective educators from pursuing college degrees. 

“We need a seat at the table to get into the room where decisions are being made,” Amanda Fernandez, president and CEO of Latinos for Education, said at the organization’s first national summit, held Wednesday and Thursday.

Including Dallas Independent School District Superintendent Michael Hinojosa and Rhode Island Commissioner of Education Angelica Infante-Green, the event was a chance to feature leaders “who showed up for Latinos during the COVID-19 pandemic,” said Feliza Ortiz-Licon, the group’s chief policy and advocacy officer. “We want people to see that we are not alone in our fight for educational equity.”

The virtual conversations, including regional events in Massachusetts and Texas, focused on the barriers that families face in accessing quality education opportunities for their children as well as the contributions Latino educators make in their school communities. 

“Teachers want to work in a place where their voice is valued,” said Infante-Green, noting her state’s efforts to pay signing bonuses to bilingual teachers and to place them in schools together so they don’t feel isolated. 

The State of Latino Education event comes after a period in which Latinos “didn’t have a voice or representation at the federal level,” Fernandez said, referring to the Trump administration. In addition, the pandemic has disproportionately impacted the Latino community and pulled back “this rug where we used to sweep all the inequities,” Infante-Green added. Along with the national and state-level summits, the organization released outlining multiple obstacles facing Latino students from early childhood through the post-secondary years. The findings, based on results from focus groups, point to poor access to quality early learning for young children, limited college advising and support services for high school students and what Ortiz-Licon called the “chronic underrepresentation of Latino educators.”

More than a quarter of the nation’s public school students are Latino, but Latino teachers make up less than 10 percent of the educator workforce, according to data cited in the report. The same is true for administrators. Roughly half of the focus group participants were Latino teachers, who said they face racism and are often placed in high-needs schools without adequate support. Many are also called upon to provide translation services.

“They are not compensated, not even acknowledged for all the roles they play,” Ortiz-Licon said.

Hinojosa spoke of his district’s efforts to recruit excellent teachers and principals and pay them well — an initiative the community through tax increases. In a district where 48 percent of students are English learners, Latino students are not really a “subgroup,” he said.

“If we don’t do well with this population we’re not doing well at all,” he said, highlighting initiatives such as business-industry partnerships allowing students to earn associate degrees along with their high school diplomas. “We just need the community to believe in us.”

Others emphasized the value of programs that make students feel connected to school, such as clubs and cultural events, as well as nonacademic services to address hunger, housing and mental health. The Houston Independent School District is using federal relief funds to staff schools with resource specialists.

“It’s not just about the student; it’s about being able to support our families as well,” said Superintendent Millard House.

Latino families with young children, the organization’s report said, often don’t understand the difference between child care and early education or the benefits for children. While pre-K and kindergarten overall during the pandemic, the authors note that it has declined particularly among Black and Latino children and by more than half among those from low-income families. 

But Miriam Calderon, who leads early childhood work at the U.S. Department of Education, pointed to President Joe Biden’s child care and universal pre-K proposals, which include pay increases for teachers, as a move toward treating education for young children as a “public good.”

“The failure to see early-childhood education as essential is shifting,” she said. “That makes me hopeful.”

As COVID cases surged across the country this summer, fueled by spread of the highly infectious Delta variant, the Centers for Disease Control and Prevention joined the American Academy of Pediatrics in recommending that all students and staff wear masks in school. But in Texas, as in a handful of other conservative states, an executive order banning mask mandates forbade school districts from following that guidance.

In Dallas, Superintendent Michael Hinojosa felt that he was faced with a choice: risk over 153,000 students’ safety or risk legal challenges. The superintendent chose the latter, defying Gov. Greg Abbott’s ban and paving the way for dozens of other districts in the state to follow the same path.

Now nearly a month into the school year, and as COVID rages through the Dallas community, the struggle is making its way through state courts. And all the while, Hinojosa is contending with the urgent question of how to bring students back up to speed after a year of disrupted learning.

This year, Dallas is rolling out discipline reforms to end racial disparities in suspension, new social-emotional supports and revamped school calendars to boost students’ learning time.

Ӱ caught up with Hinojosa over the phone to hear how those efforts are unfolding and get the latest on the district’s legal showdown over masks.

This conversation has been lightly edited for length and clarity.

Ӱ: It’s been a pretty surreal back-to-school season and Dallas has been in the news a lot. What’s top of mind for you right now?

Hinojosa: Last year was a year like no other, and this August has been an August like no other. Even as surreal as last year was, this August has been even crazier.

On Aug. 3, our county went to code red (representing high COVID transmission). The very next day, I’m attending a meeting of some superintendents … and we heard from a very prominent attorney that maybe the governor can’t enforce this (ban on mask mandates). So the Houston superintendent calls me and is telling me they’re thinking about implementing a mask mandate protocol and so I said, “I’m with you.” I really felt it was under my authority, since I have the authority to run the day-to-day operations of the school district.

Aug. 9 we announced our mask protocols, and then everything breaks loose.

I’ve been following along with the legal developments. Dallas ISD’s mask mandate was challenged, and then a judge ruled in your favor. But now the state attorney general has appealed. Can you give me a sense of where you think this whole thing is headed?

Well, it changes almost on a daily basis.

We prevailed at the district court. But the governor (Greg Abbott) and attorney general (Ken Paxton) can appeal to an appeals court and we think we’ll win there. But we think eventually we’re going to lose at the (Texas) Supreme Court … because they’re all conservative members.

It’s very interesting that the attorney general and the governor have both said publicly that they’re going to prosecute anybody who implements a mask protocol. But in the court pleadings, they said that they had no authority to do that. Then the commissioner of education (Mike Morath) has come out and said that they’re not going to enforce anything until all of these court proceedings are over.

So what I predict is that eventually this will go to the Supreme Court and we will be told at some point that we cannot have our mask protocol as we want it. But there’s going to be no enforcement, because I don’t see the local district attorneys coming after all 60 superintendents in Texas that are defying the governor’s executive order.

We’ve said all along, this was temporary. Come November, if we get back under 500 COVID cases in the county and we’ve stopped the spread on campuses, then I’ll be glad to lift the mask mandate. I don’t really like it myself, but we’re trying to protect the health and safety of our students.

As I’m sure you know, the federal government is opening civil rights probes into five states over their ban on mask mandates in schools. Texas isn’t on that list because the issue is already in the hands of the courts. But more broadly, what type of federal involvement might be useful in Texas? And do you see bans on mask mandates as a civil rights issue?

One of the reasons [the U.S. Department of Education] didn’t go after Texas is that they now have the understanding that what the governor has done is unenforceable. So that’s why we weren’t included in that order.

But it could be a civil rights issue. We’ll have to see how that plays out. We do get federal dollars for special education and economically disadvantaged students and, of course, they have given us significant dollars for the Recovery Act. So the feds do have some skin in this game and they’re not just sitting on the sidelines.

Seems like the federal government is trying to find out whether bans on mask mandates systematically exclude specific students, perhaps immunocompromised students from the classroom.

Yeah, that’s the focus of their inquiry, which gives them standing on this matter and, of course, those students are all over the country, so it does give them an entrée, I believe. But I’m not an attorney.

Over the weekend, Dr. Fauci told CNN that school [COVID] vaccine mandates for eligible students are a good idea based on the benefit-to-risk ratio. Schools already require a number of other vaccinations for enrollment and the FDA recently gave full approval to the Pfizer shot for folks 16 and up. What are your thoughts on the topic of mandating student vaccinations?

I’m supportive. I’m not ready to litigate at this time yet. What we’ve done instead to start with is we’re giving a $25 gift card for any student who provides his or her proof of vaccination. So we’re going down that path, we’re going a little bit more slowly (than we did with our mask policy).

But we would be supportive, especially when our younger students can take the vaccine, and we’re now hearing late November, early December when that vaccination will be available. I would be in favor of [a student immunization requirement]. You’re exactly right. We require other vaccines and so I would be very supportive of that, although I’m not going to be as assertive on that one as we have been on the mask protocol.

So just to clarify, when students under 12 do become eligible for shots that might open the door for Dallas to move toward mandating student vaccines? 

Yes, I would definitely consider it at that point because it’d be much more universal.

And for staff vaccine mandates, they’re banned in Texas but have been implemented in a number of states. Do you think making COVID shots mandatory for teachers might be an appropriate public health measure? And how do politics play in?

We have 22,000 employees and so we told them that we would give them a $500 stipend if they prove that they were vaccinated. Within three hours, we had 6,000 staff turn in their documentation. We are now up to around 11,000 and then the ones that just went out and took the vaccine, it takes them a while to get their documentation. So we anticipate we’ll get probably three-quarters on a voluntary basis.

But to answer your question, yes, I would be very supportive, especially for campus employees who deal with children to be required to have a vaccination. But even our county hospital can’t require vaccination in Texas for their nurses because of the state laws that are in place. When San Antonio ISD tried to do that, they got halted by the attorney general.

And in a sentence or two, what’s at stake in these safety decisions for students, families and teachers?

Everything’s at stake here.

Not only their safety, but the data is overwhelming that in-person instruction is by far the best. A few, maybe five percent of the students, do better virtually. But can you imagine if we have to have students at home because [COVID] spread got so bad that they lose another year of instruction? A whole generation could be at risk of falling so far behind that they can’t catch up. So there’s a lot at stake.

We’re very proud that we got to 97 percent of our projected enrollment and out of that, 96 percent of it is in person. So our students are glad to be back. Our families are glad to be back, but boy, we’ve got a big hill to climb academically.

On that topic of catching students up, especially given the fact that more often than not, some of those students who fell furthest behind last year were those who perhaps had fewer supports or financial resources at home, what efforts are underway in Dallas to help kids get back up to speed? I read about a tutoring program, for instance.

Well, we had 36,000 households without connectivity, so we put together a program called Operation Connectivity to connect our families and we executed on that plan. [At first] we did hotspots, but now we put up towers so that at least they can have access if they’re having to learn from home.

We’re also going to have tutoring during the school day, afterschool and in the summer.

But we now have three different calendars. One of them is a year-round calendar, where you get more time. Another one is what we call an intersession calendar, where you go five weeks, and then you’re off a week, go another five weeks, and you go off a week. We catch students up [who are behind during that week off]. For our most challenging schools — we have 60 that we call “high-priority campuses” — we have a very robust afterschool program from 3 to 6 p.m. for enrichment activities and strong academic activities to try to get them caught up.

And we’ve completely reinvented our summer school. So we’re doing all of those things all at the same time to accelerate learning.

Can you tell me a bit more about those different calendars? Where did the idea come from, what’s the goal, and do you know of other districts using that same model?

There’s a school district in the El Paso area called Socorro that has had this intersession calendar ever since the ‘90s and they’ve had good academic results where they bring in the students that are behind during the week that they’re off. Garland ISD, which is one of our neighbors, went to that calendar last year, but there is no other district that has the multiple options that we have.

To be one of the five schools using the year-round calendar or [one of the] 41 schools that are in intersession calendars, each had 80 percent of the teachers and 80 percent of the parents opt into those calendar options. … We didn’t want to force families to take one of those calendars.

At scale, nobody else is doing it like we are, other than the two that I mentioned, Garland and Socorro. So we think that students in those schools they’re going to have a better opportunity to catch up than if you just went with a traditional calendar.

We’re using a lot of our federal ESSA dollars to pay for this extra time. We know who our best teachers are, and our best teachers get more money to teach those intersession opportunities. Instead of working 180 days, they’ll be working 210 days. So there’s significant dollars that will be going into the pockets of our teachers, and especially our best teachers, because they’ll get the opportunity to do a lot of those enrichment and intervention opportunities.

I know last year Dallas moved to end suspensions. Where does that effort now stand?

We’re pulling forward with it. Ten percent of our students are African-American males, yet 51 percent of our suspensions were African-American male, until now. If you [engage in severe misbehavior] you will still be suspended, but we’re talking about the discretionary suspension and the discretionary suspensions were 75 percent of our suspensions. We’re going to have a different alternative on how to redirect their behavior.

We’ll have some data sets at the end of the first nine weeks about where we are and we’ll also have data in a year about how this journey to redirect behavior through these reset centers went. So stay tuned.

We’ll be following those results. Turning to the social-emotional well-being of the wider student population, I know that last fall Dallas ISD teachers were trained in trauma-informed care. What results did you see from that training? How do you see Dallas ISD’s commitment to social-emotional learning changing in response to COVID-19 traumas? 

We got $7 million from the Wallace Foundation to implement social-emotional learning districtwide. They hired the RAND Corporation to do a research study. But we ran into a problem because we couldn’t have a treatment group and a control group. All of our campuses wanted to have that training and so we kind of threw the research out the window.

We trained the teachers first so they could help deal with the students and we also hired 58 mental health and social work professionals last year, knowing that we were going to need them this year. … We just went all in, as many as we could afford.

Last question, what’s sustaining you through the pandemic? Where are you finding positive stories to counterbalance all the tense circumstances?

People don’t want a whiner. They want a problem solver. So if you lose hope and aspiration, then that gives other people permission to lose hope. I’m generally a positive person, I look for solutions.

I’ve had very little pushback on my mask mandate protocol. In fact, I’ve had mostly universal support and so I think that just shows that if you’re willing to take a risk, and look to the future in a positive way that people will climb aboard with you. So far, so good.
