KANSAS CITY, Kan. — Marialexa Sanoja publicly quit her job as a Kansas City, Kansas, Public Schools police officer over concerns with the district’s handling of student safety needs and founded a nonprofit to help kids escape the challenges in Wyandotte County.

In the three-and-a-half months Sanoja was stationed at Wyandotte High School, the district’s largest school with 1900 students, Sanoja said she filed 140 incident reports and that in most instances the district failed to take action. The district, through its YouTube channel, disputed her figures and asserted it handled concerns responsibly.

“It didn’t take long for me to find out that the students were not in the best interest of anybody,” Sanoja said. “When the police officer becomes a safe space for students, there is something wrong with that.”

After her resignation in December 2023, Sanoja founded Missión Despegue, translated to “mission takeoff,” a nonprofit that helps parents and students document their grievances with the school district to hold the district accountable for its handling of safety issues.

Sanoja saw the district’s response to a sexual assault case and its communication as inadequate, and experts echo her concerns. Now, Sanoja works with current and former students to get their GED certificates, drivers licenses, mental health care and prevent substance abuse.

Sanoja’s concerns

Sanoja said much of the Latino community, which makes up , is afraid to complain or make a scene because many of them are new to the country. She aims to empower them, and help them achieve the “American dream.”

One reason Sanoja resigned — and a former student dropped out — was because of the district’s response to the former student’s experience of being sexually assaulted at school. Kansas Reflector doesn’t identify minors who have been sexually assaulted.

According to an incident report filed by Sanoja, the former student was a freshman and alone in the Wyandotte High School stairwell when a group of older boys groped her and made sexual remarks. She began recording the boys with her phone, which prompted them to leave, the report said.

Sanoja was off duty that day. The former student asked the on-duty officer to file a report, which Sanoja says she never saw. The day after, Sanoja and the former student said they filed an incident, criminal, and Title IX report. The former student wanted to press charges.

“After that, I just stopped going to school, because I didn’t feel safe,” the former student said in an interview with Kansas Reflector.

Sanoja said security camera footage and the former student’s video showed the boys’ faces. The former student said the district told her that because the boys never returned to school, it could not suspend them. However, the former student said she continued to see the boys on campus.

“Ultimately, the district didn’t do anything about it. We were asking, at least, for suspension. That didn’t happen,” Sanoja said.

A spokesperson from the district told Kansas Reflector it was unable to provide comment on the former student’s case, or the district’s responsibility to handle reports of sexual assault.

Sanoja with a letter that accused the district of failing to communicate with parents. She wrote that she was worried about instances where students brought guns to school property and all parents weren’t notified.

In a to Sanoja’s resignation, district superintendent Anna Stubblefield said “those incidents are not always relayed to all families. Not because we’re hiding anything, but because the impact is low and to protect the privacy of our students.”

A district spokesperson told Kansas Reflector the “administration is required to contact parents regarding student issues — such as absences, drug-related concerns, or fights — in accordance with the Student Code of Conduct.”

Expert opinions

Ken Trump, an expert in school safety communications who is not related to the president, said parental anxiety over school safety is rising nationwide.

“It’s very easy to get caught up if you’ve got a couple thousand kids in a school, dealing with incidents and other things. But you need to take a tactical pause in this, and go back to looking at the communications,” Trump said. “You can’t go back to the old-school mindset of if someone finds out about it we’ll talk. That doesn’t work anymore.”

Sanoja said that after a student overdosed at school and she contacted the parents directly, the high school principal told Sanoja to route all communication with parents through administration.

Sanoja said that she continues to receive videos of physical fights in the schools, totaling in the hundreds, since her resignation.

Michael Dorn, a school safety expert who assists schools after major acts of violence, said  Sanoja’s allegations were concerning. He said he would have responded to her concerns differently than the school district did.

“I was a school district police chief for 10 years,” Dorn said. “If an officer in my department wrote that kind of resignation letter, I would request a state police investigation. I would ask for a polygraph test, and I would ask that she be polygraphed. I wouldn’t do anything like that, but if someone alleged that I did and I didn’t do it, I would request that to clear my name.”

Sanoja worked as a police officer in Lenexa before transitioning to the school district and said Wyandotte High School presented the most significant challenges she’s seen. She believes the problems are “within the culture” of the school.

“Everybody’s tired of the way the district is handling things,” Sanoja said. “They’ve been failing these kids for years.”

Fixing root causes

Through her nonprofit, Sanoja helps students who leave the district, like the former student who was sexually assaulted, earn their GED certificate.

When they’re out of the school environment, Sanoja said, they thrive.

Sanoja said most of the families she works with are immigrants, and the parents do not speak English.

“We face the daunting task of ending the stigma, shame and judgement that come with our culture,” Sanoja said.

Missión Despegue seeks to fix the root causes of the problems seen in school — like substance abuse, violence, bullying, and mental health issues. Sanoja said she sees these problems reflected in things like the graduation rate of the district. For the , which is 11.4 percentage points .

Through donations, Sanoja covers the cost of mental health appointments, DMV license and GED class registrations, and laptop purchases for students pursuing their GED certificate without one. In February, she began converting first-time offenders’ court fees, in hopes of reducing recidivism.

With the help of more than 100 volunteers, Sanoja has hosted events where she provides Narcan and educates parents about the dangers of substance abuse. She also guides volunteers to further training, like drug prevention and compassion fatigue workshops.

Sanoja said she doesn’t get paid for her work with Missión Despegue. She said she needs an assistant, because she has “a long list of people that need help.”

“I see something in them. I know they’re going to be successful,” Sanoja said. “I want that opportunity for every kid I have.”

Relatives of 17 children killed and two kids injured in Texas’ deadliest school shooting are suing Texas Department of Public Safety officers who were among hundreds of law enforcement that the gunman at Uvalde’s Robb Elementary, lawyers announced last week.

“Nearly 100 officers from the Texas Department of Public Safety have yet to face a shred of accountability for cowering in fear while my daughter and nephew bled to death in their classroom,” Veronica Luevanos, whose daughter Jailah and nephew Jayce were killed, said in a statement.

The legal action against 92 DPS officers came days before the two-year anniversary of the shooting in which an to kill 19 students and two teachers in two adjoining fourth-grade classrooms.

Relatives of most of those students killed and two who were injured also announced last week that they are suing Mandy Gutierrez, who was the principal at Robb at the time, and Pedro “Pete” Arredondo, who was the school district police chief, for their “inaction” that day.

The families’ attorney also announced that the city of Uvalde will pay them $2 million to avoid a lawsuit. Additionally, the city will provide enhanced training for current and future police officers, designate May 24 as an annual day of remembrance and work with victims’ families to design a permanent memorial at the city plaza, among other things.

A DPS spokesperson declined to comment, citing the pending litigation.

During a press conference in Uvalde, an attorney for the families, Josh Koskoff, said the state’s failure to prevent the deaths began long before the shooting occurred. He said Texas failed to provide small communities like Uvalde with enough resources to train their officers.

“You think the city of Uvalde has enough money, or training, or resources? You think they can hire the best of the best?” Koskoff said. “As far as the state of Texas is concerned, it sounds like their position is: You’re on your own.”

Koskoff also hinted that the families could also sue state and federal agencies, but did not name which ones. He also said the families are negotiating an agreement with the county, which would also avoid a lawsuit.

Javier Cazares, the father of one of the victims, Jacklyn Cazares, said it had been an “unbearable two years” since the massacre that took his daughter.

“There was an obvious system failure out there on May 24. The whole world saw that,” Cazares said. “The time has come to do the right thing.”

The family’s lawsuit will likely need to overcome a judicial doctrine called qualified immunity, which shields government officials, including law enforcement officers, from liability in lawsuits. Overcoming that immunity will require establishing that the officers violated a constitutional right.

“We think that this situation where kids, after all, are required to lock down in their classrooms, their freedom is constrained,” Koskoff said. “In this situation we feel like qualified immunity is not applicable.”

State Sen. , a Democrat who represents Uvalde in the Legislature, filed a bill last year that sought to end qualified immunity. Like filed in response to the massacre, that bill failed to pass.

Koskoff, who has also represented the families of children killed in the , said city officials had also failed to hold their officers accountable but praised the city for working with the families to implement changes aimed at preventing another tragedy like the 2022 shooting.

Hundreds of law enforcement officers from scores of local, state and federal agencies have been heavily criticized for waiting more than an hour to confront the gunman, which conflicted with training that instructs them to confront a shooter if there is reason to believe someone is hurt. The U.S. Justice Department’s concluded that the delay likely caused some deaths and that failures in leadership and training contributed to law enforcement’s ineffective response.

Koskoff noted that law enforcement outnumbered the gunman 376 to 1.

“On paper, it should have been no contest. So what happened?” Koskoff said. “Maybe it just turns out that if a kid has a military weapon, the military weapon — the AR-15 — and you get access to it easily, maybe it’s not that simple to stop a kid like that. Of course, they didn’t give themselves a chance, these 376 officers.”

In the settlement with the city of Uvalde that families’ lawyers announced May 22, local officials will implement a new “fitness for duty” standard for Uvalde police officers, to be developed in coordination with the Justice Department and provide enhanced training for current and future police officers.

“For two long years, we have languished in pain and without any accountability from the law enforcement agencies and officers who allowed our families to be destroyed that day,” Luevanos said. “This settlement reflects a first good faith effort, particularly by the City of Uvalde, to begin rebuilding trust in the systems that failed to protect us.”

In a written statement, city officials called the 2022 shooting the “community’s greatest tragedy.”

“We will forever be grateful to the victims’ families for working with us over the past year to cultivate an environment of community-wide healing that honors the lives and memories of those we tragically lost,” city officials said.

An investigation by a Texas House committee found “systemic failures and egregious poor decision making” by nearly everyone involved in the response.

That panel’s 77-page report revealed that a total of 376 law enforcement officers descended upon the school in an uncoordinated manner, disregarding their own active shooter training.

The majority of the responders were federal and state law enforcement –– 149 U.S. Border Patrol and 91 state police –– whose responsibilities include responding to “mass attacks in public places.” The other responders included 25 Uvalde police officers, 16 sheriff’s deputies, and five police officers with the Uvalde Consolidated Independent School District as well as neighboring county law enforcement, U.S. marshals and federal Drug Enforcement Administration officers.

The myriad of law enforcement mistakes stemmed from an absence of leadership and effective communications, according to the House report. DPS who responded to the shooting.

A trove of recorded investigative interviews and body camera footage obtained by ProPublica, The Texas Tribune and FRONTLINE showed that officers failed to set up a clear command structure and spread incorrect information that caused them to treat the shooter as a barricaded suspect and not an active threat — even as children and teachers inside the classrooms called 911 pleading for help. No single officer engaged the shooter for more than an hour despite training that says they should do so as quickly as possible if anyone is hurt.

Following intense criticism of their response, several law enforcement officers resigned or were fired in the months following the shooting. Arredondo, the school district police chief at the time, was fired in August 2022.

About 72% of the state and local officials who arrived at Robb Elementary before the gunman was killed received some form of active shooter training throughout their law enforcement careers. But of those who received training, most had taken it only once. After the shooting, Texas mandated that officers receive 16 hours of active shooter training every two years.

A Uvalde County grand jury is currently considering potential criminal charges against responding officers. The county’s prosecutor declined to comment this week on the status of those proceedings.

DPS is fighting the release of records from its investigation into the shooting. In the aftermath of the massacre, agency leaders that cast local law enforcement as incompetent.

Koskoff criticized DPS for deflecting blame away from state police.

“As if they didn’t know how to shoot somebody?” he said.

UVALDE — U.S. Attorney General Merrick Garland said some victims of the 2022 Uvalde school shooting would have survived if Texas law enforcement officers — who waited more than an hour to confront the gunman — had followed “generally accepted practices.”

Those assertions came Thursday after the U.S. Justice Department into the hundreds of Texas law enforcement officers’ fumbled response to the 2022 Robb Elementary School shooting, finding “cascading failures of leadership, decision-making, tactics, policy and training.”

The long-anticipated 575-page report detailed the many catastrophic errors of the May 24, 2022 response, but concluded the most significant was that officers should have immediately recognized that it was an active shooter situation and confronted the gunman, who was with victims in two adjoining classrooms.

Garland called the response “a failure that should not have happened” and said he apologized to the relatives of the 21 killed and the 17 injured in the deadliest school shooting in Texas history.

“Their loved ones deserved better,” Garland said.

The report noted that since the 1999 Columbine High School shooting, American law enforcement officers have been trained to prioritize stopping the shooter while everything else, including officer safety, is secondary.

“These efforts must be undertaken regardless of the equipment and personnel available,” the report found. “This did not occur during the Robb Elementary shooting response.”

Instead, officers wrongly treated the situation as a barricaded suspect, even as children and teachers . The report noted “multiple stimuli indicating that there was an active threat,” including that an Uvalde school police officer early on told other law enforcement that his wife, a teacher in Room 112, was shot. It took 77 minutes for officers to confront the shooter. died that day and 17 others were injured in one of the country’s worst school shootings.

The report also found failures in leadership, command and coordination, noting that as more officers, including supervisors from other agencies, descended on the school, no one set up an incident command structure or took charge of the scene.

Associate Attorney General Vanita Gupta condemned the medical response, saying that after police breached the classroom and killed the gunman, dead victims were placed on ambulances and children with bullet wounds were put on school buses.

Gupta also criticized misinformation and conflicting accounts that officials disseminated to Uvalde residents and reporters after the shooting.

Supervisors from the Uvalde Consolidated Independent School District, the Uvalde Police Department, the Uvalde County Sheriff’s Office, and the Texas Department of Public Safety “demonstrated no urgency” in taking control of the incident, which exacerbated the communication problems and overall confusion.

Some failures may have been partly a result of policy and training deficiencies, the report found, noting that the school district police department suggested wrongly in prior training that active shooter situations can transition into hostage or barricaded incidents. DPS lacked an active shooter policy, as did the county sheriff’s office and U.S. Customs and Border Protection, the parent agency of the 149 Border Patrol agents who responded.

The report also found that key officers, including Uvalde Police Department Acting Chief Mariano Pargas who arrived within minutes of the shooting, had no active shooter or incident command training.

The vast majority of 380 officers from more than a dozen local, state and federal agencies who responded to the school had never trained together, “contributing to difficulties in coordination and communication.” The report said the “lack of pre-planning hampered even well-prepared agencies from functioning at their best.”

Among its recommendations, the report said that officers should “never” treat an active shooter with access to victims as a barricaded suspect. Law enforcement training academies must ensure active shooter training instructs how officers should distinguish between active threats and barricaded or hostage situations. And officers should be prepared to approach the threat using just the tools they have with them, which is often a standard firearm, the report noted.

The federal review by the Office of Community Oriented Policing Services was announced just five days after the shooting. It was led by Orange County Sheriff John Mina, the incident commander during the 2016 Pulse Nightclub massacre in Orlando. In that incident, officers waited three hours to take down the shooter who had barricaded himself with victims in a bathroom.

A Justice Department and National Policing Institute review of that Florida law enforcement response was far less critical than the Uvalde report. It found that Florida officers mostly followed best practices, although it stated the law enforcement agencies in Orlando should update their training and policies.

In the Uvalde review, the federal team reviewed more than 14,100 pieces of data and documentation, including policies, training logs, body camera footage, audio recordings, interview transcripts and photographs. The team visited Uvalde nine times, spending 54 days there, and conducted more than 260 interviews with people from more than 30 organizations and agencies, including law enforcement officers, school staff, medical personnel, survivors and victims’ families.

The Uvalde report’s release comes two months after ProPublica, the Texas Tribune and PBS’ Frontline published into the response after gaining access to a trove of investigative materials, including more than 150 interviews with officers and dozens of body cameras. The material showed that the children at Robb Elementary followed active shooter protocols, while many of the officers did not. It detailed how officers treated the situation as a barricaded suspect rather than an active threat even as evidence mounted quickly that children and teachers were injured and with the shooter.

The investigation also analyzed the active shooter training of the local and state police officers who responded prior to the gunman being stopped, finding some had not taken any active shooter training based on their state records. Of those who had, they most commonly only received the training once during their careers and hadn’t taken it in four years or longer.

The Tribune also revealed that to confront the gunman because he had a deadly AR-15 rifle. With the Washington Post, ProPublica and the Tribune found that and that two children and a teacher were still alive when they were rescued more than an hour later, but then died.

Uvalde school district Police Chief Pete Arredondo was placed on administrative leave Wednesday, schools Superintendent Hal Harrell announced in a . The move came after Steven McCraw, the director of the state Department of Public Safety, told state lawmakers Tuesday that Arredondo’s decision to wait more than an hour to confront the gunman during a May 24 mass shooting at Robb Elementary School “put the lives of officers ahead of the lives of children.” Two teachers and 19 students died in the attack, which is now under investigation by multiple agencies. Harrell said it was the district’s intention to wait until those investigations were complete before making any personnel decisions. But because of “the lack of clarity that remains and the unknown timing of when I will receive the results of the investigations,” the schools chief said he decided to place Arredondo on leave effective Wednesday. A lieutenant in the six-member department will take over. The Texas Tribune reported that a district spokeswoman if the leave was paid or unpaid.

Police and school security experts are questioning why the Uvalde, Texas, school police chief remains on the job nearly a month after a gunman killed 19 children and two teachers at the local elementary school.

While Chief Pete Arrendondo’s fiercest critics have following reports that officers under his command waited more than an hour before confronting the shooter, school safety and police accountability experts criticized education leaders for failing to remove him as head of the six-member school police force, even temporarily.

Placing cops on “paid administrative leave or in a no-contact assignment” after an officer-involved shooting is , according to the world’s largest professional trade group for police chiefs. Those standards, experts told ĂŰĚŇÓ°ĘÓ, are critical to the public’s confidence in the ensuing investigations, the school community’s safety and even the chief’s well-being. 

“It’s just baffling that you would have this conversation days after the incident, much less weeks or a month out,” said school safety consultant Kenneth Trump, president of National School Safety and Security Services. Trump said the standards for officer-involved shootings should apply to Arredondo, a nearly 30-year law enforcement veteran whose response to the Robb Elementary School mass shooting is the subject of investigations by the local district attorney’s office, state law enforcement and elected officials and the U.S. Department of Justice that will likely take months. 

Investigators will scrutinize why officers waited outside a classroom door for more than an hour despite from the children inside begging for police to save them and that there were others trapped with the gunman who were injured but still alive. Eventually, Border Patrol agents and other law enforcement stormed in and killed the shooter. Arredondo, who as the incident commander on the scene, reportedly made the call not to go in immediately.

Steven McCraw, the director of the state Department of Public Safety, on Tuesdayresponse an “abject failure,” and said the classroom door was apparently unlocked despite the cops’ decision to wait for a key before entering the room to confront the gunman. Just minutes after the first shots were fired, he said, the police had enough firepower and protection to act.

“The only thing stopping a hallway of dedicated officers from entering Room 111 and 112 was the on-scene commander,” McCraw told Texas state lawmakers. Instead, Arredondo “decided to put the lives of officers ahead of the lives of children.”

Before those statements, Trump said that Arredondo should be taken out of his leadership role with the school district.

“If there indeed is something found where he made some fatal errors in his decision making, then you don’t want that person still there making decisions on that or other situations,” Trump said. Arredondo witnessed one of the deadliest mass school shootings in U.S. history, a traumatic event that Trump said could cloud the chief’s decisions. “Why would you put somebody under that duress — whether they’re consciously aware of it now or at a later point in time — in a position where they could encounter another stressful or life-threatening situation?”

Arredondo’s position at the police department’s helm remains uncertain as he avoids public appearances and Uvalde district officials . But evidence suggests he’s taken on additional responsibilities since the May 24 shooting, with his attorney that the chief has picked up extra shifts to cover for grieving officers. The Texas Rangers had asked Arredondo to participate in an interview for their investigation into the immediate police response, attorney George Hyde told the news outlet, but he was too busy filling in for his officers.

Arredondo also made time to go to City Hall and as a newly elected Uvalde city councilmember a week after the mass shooting. The New York Times reported that the Uvalde City Council voted Tuesday not to offer Arredondo a leave of absence. The chief has not attended meetings since his swearing-in, its story said, and could be forced to give up his seat after missing three meetings.

The Uvalde school board at its first meeting since the armed assault, whether to reassign or fire Arredondo, but after chose not to take immediate action. Board members and a district spokesperson didn’t respond to requests for comment. 

The law firm representing Arredondo said he declined to comment for this article, but the 50-year-old police chief defended the police response in his extensive June 9 interview with The Texas Tribune. Arrendondo pushed back against statements that he was the incident commander, saying he did not consider himself to be in charge of the scene and did not give orders to other responding officers, including holding off cops who were impatient to breach the door.

“Not a single responding officer ever hesitated, even for a moment, to put themselves at risk to save the children,” Arredondo told the nonprofit news outlet, though his comments appear to obtained by The New York Times and later the Tribune itself. “We responded to the information that we had and had to adjust to whatever we faced. Our objective was to save as many lives as we could.” 

McCraw reiterated Tuesday that Arredondo had assumed the role of on-site commander by issuing orders and directing action.

‘He really failed’

Since the horrific shooting, Trump and other school security experts have been highly critical of officers’ decision to wait in the hallway. For decades, law enforcement has been trained to confront the gunman — even at the cost of their own lives. 

Such standards grew out of the 1999 mass school shooting at Columbine High School in suburban Denver, with a realization that every second counts during a mass shooting, most of which are carried out in a matter of minutes. A more aggressive response at Uvalde, experts argue, could have saved lives, perhaps including one teacher in an ambulance and three children who passed away at nearby hospitals.

Public information about Arredondo’s actions that day — and his own admissions that he ran into the school without his police radio or quick access to the key he said was necessary — raise significant questions about his ability to perform his job, said Samuel Walker, a national expert on police misconduct and professor emeritus of criminal justice at the University of Nebraska at Omaha. Those questions, he said, necessitate action as investigators examine his conduct. 

“It appears that his actions were not appropriate and it’s entirely appropriate that he be on leave,” Walker said. “Unless some new evidence comes to light, it looks like he really failed in his responsibility and I think that disqualifies him from working any job in that school district.” 

Sheldon Greenberg, an education professor at Johns Hopkins University and a former police officer, said that disciplinary procedures for cops vary greatly across the country and officers often benefit from policies and labor contracts that protect them from facing repercussions for failures on the job. 

Several factors complicate this particular situation, Greenberg said. For one, as chief, Arredondo would typically make disciplinary decisions for officers in his department. In the case of the chief, that responsibility would fall to the district superintendent and the school board, who may have little to no experience in police disciplinary matters, Greenberg said. Additionally, he said it’s notably difficult to hold an officer accountable for failures to perform job duties. 

“There’s a difference between a police officer who commits an act,” like the Minneapolis police officer who murdered George Floyd “where the officer had his knee on his neck and was forcing compression on his neck for nine minutes,” Greenberg said. With Arredondo, “what he did you might categorize as omission, which is very different.”

Officers at the 4,100-student Uvalde school district, including Arredondo, had been trained as recently as last year on how to respond to an active shooting, and materials by the Texas Commission on Law Enforcement urge cops to “Display uncommon acts of courage to save the innocent.” 

“As first responders we must recognize that innocent life must be defended,” according to the state training materials. “A first responder unwilling to place the lives of the innocent above their own safety should consider another career field.” 

Despite the hardline language in the training materials, Greenberg said an officer isn’t helpful during an emergency if they get killed. 

“You can’t do much if you’re dead or disabled,” he said. “You still go in with reasonable caution, just don’t go barging into a room unless you’re sure you have a genuine opportunity to stop the gunman.” 

Trump, the school safety consultant, said that placing Arredondo or any officer on administrative leave shouldn’t necessarily be framed as a disciplinary measure. While Arredondo’s continued role in the department could raise concerns about obstruction in the active investigations and about his capacity to keep the community safe, he said that any officer who responded to the elementary school should have a chance to go on leave to recover from the traumatic event. 

In many police departments, he said the move is routine procedure, yet it’s unclear what policies are in place for the school district’s six-person police force. A notes that the police chief  “shall be accountable to the superintendent,” but a review of the rules did not yield any insight on leave of absences. Arredondo and any other officers who are placed on leave should continue to receive a paycheck, Trump said. 

“They shouldn’t have to worry about income for their family, but they should have that paid leave for them to debrief, to decompress, to process, to not be exposed to continual trauma,” Trump said. While any police-involved shooting can cause distress for the officers involved, the Uvalde shooting resulted in the deaths of 19 children. “They’ve been exposed to major trauma and stress of the worst kind.” 

Trump was less sympathetic to Arredondo’s assertion that he’s been too busy to participate in interviews with investigators. Making himself available for questioning, he said, should be the chief’s number one priority. In fact, it’s another reason to put Arredondo on leave: To ensure he has the time and flexibility to cooperate. Meanwhile, officers from outside police departments across the state . 

“I can’t think of anything that anybody should or could be doing that would make them too busy to participate in an investigation into a major school shooting like this,” Trump said. “It’s among the biggest and the worst [mass shootings] that we’ve ever had. That answer certainly doesn’t carry water with most anybody, including the school community.”

‘Coward of Broward’

Arredondo is not the first school-based police officer to face scorn for his performance during a deadly crisis. School resource officer Scot Peterson was placed on administrative leave in 2018 for failing to confront the gunman at Marjory Stoneman Douglas High School in Parkland, Florida. 

Peterson ultimately chose to retire and was subsequently charged with seven criminal counts of child neglect. Prosecutors said he took cover behind a wall while the gunman killed 17 people. Those actions earned him the nickname the “Coward of Broward” by ardent critics in his Florida county. Even his boss, then-Sheriff Scott Israel, said at the time that Peterson’s actions made him “sick to my stomach.” 

But Peterson the steps taken against him as a “political lynching.” His attorney, Mark Eiglarsh, told ĂŰĚŇÓ°ĘÓ this week that with both his client and the Uvalde school police chief, “The court of public opinion is unfortunately so quick to condemn responding officers and the incident commander without knowing all the facts.” 

“Unfortunately, due to the unprecedented and irresponsible decision” by prosecutors to charge Peterson, he said in an email, he fears that other officers, including Arredondo, “may also be stripped of their liberty and face decades in prison solely because a finding is made after the fact that things could have been handled differently.”  

The case against Peterson is in September.

Despite the numerous investigations into the Uvalde shooting, the accountability that many in this small Texas community are demanding , according to legal experts. Qualified immunity, which protects cops from liability for their mistakes on the job, could challenge civil lawsuits. Meanwhile, charges against police officers — like the ones against Peterson — are extremely rare. But Walker, the police misconduct expert, expects the federal investigation to uncover failures in Uvalde that could help districts nationwide respond to similar attacks moving forward. 

“It looks like he failed, and if you fail and cause the death of a number of children, then it’s pretty serious,” Walker said. Yet such shortcomings likely extend beyond Arredondo, he said, and it’s important that the chief doesn’t become the scapegoat. “Clearly there’s what we would call systemic failure, and the school board probably failed in some respects” if it lacked sufficient policies to respond to such a lethal event.
